1.0 INTRODUCTION
South African citizens are increasingly attending international conferences, workshops and tertiary studies abroad. Foreign nationals (with foreign academic credentials) on the other hand are flocking to South Africa in pursuit of education and employment opportunities.
Surveys have shown that, because they are not classified under qualifications, achievements from international vocational conferences and workshops are not comprehensively evaluated by any authority in South Africa and as such the equivalent SAQA registered Specific Outcomes or the equivalent SAQA registered Unit Standards are never determined for all international vocational conferences and workshops. The latter ultimately leads to non-capturing of competences that are acquired (by our citizens) from such international vocational conferences and workshops.
Similarly, foreign qualifications and foreign academic credits are not comprehensively evaluated in that candidates who submit their credentials for such evaluations are hardly subjected to accredited skills based competence evaluations. The latter has compelled HEED to commission the Recognition of Prior Learning (RPL) based Evaluation and Benchmarking of Foreign Qualifications and Foreign Academic Credits
2.0 OUR CREDENTIALS
Heedmorine Municipal Institute is an associate entity of HEED which stands for “Help for Establishment of Empowerment & Development” and is an international Non Governmental Organization that has for over a decade been collaborating with bodies such as the United Nations; academic institutions and national governments that organize accredited international vocational conferences, workshops and study tours. To achieve true, HEED works with a global network of professionals from relevant institutions and professional bodies.
HEED co-ordinates its activities through its international vocational training agencies that are based in Europe, United Kingdom, Asia, North America, South America and Oceania.
Suffice it to mention that HEED’s vocational agency in South Africa is registered under the Non-Profit Organizations Act 71 of 1997 (Registration No 011-781 NPO). The South African agency is an accredited skills development organization that bears accreditation number: AG / c / p / 0218 / 08 and in line with the Skills Development Act collaborates with all the Sector Education Training Authorities.
Note that HEED periodically runs road shows at which the modus operandi of the matter at hand will be demonstrated as an effective evaluation tool (for informal training) that is based on Recognition of Prior Learning (RPL) principles.
3.0 FRAUD PREVENTION AND VERIFICATION OF EVALUATION RESULTS
In order to avoid fraudulent evaluation results, Heedmorine Municipal Institute has commissioned a Fraud Prevention System which comprises the following fool proof mechanisms:
(a) Enquiries (via e-mail, fax and telephone) about evaluations that we have conducted
(b) Web based verification wherein Heedmorine Municipal Institute publishes updated versions of an Authentic List of Candidates whose Foreign Credentials have been evaluated by Heedmorine Municipal Institute
4.0 EVALUATION AND BENCHMARKING MODES OF FOREIGN CREDENTIALS
Evaluations modes for foreign qualifications and foreign credits cover the cognitive domain, Psychomotor domain, Affective domain and referrals.
4.1 COGNITIVE, PSYCHOMOTOR AND AFFECTIVE DOMAIN EVALUATIONS
Cognitive, Psychomotor and affective evaluations (via RPL) are applicable and tenable at Heedmorine Campus throughout the year only where accreditation is “In House.” This RPL will be charged at a fee that is stipulated in the Form APP 101
4.2 EVALUATION REFERRALS FOR FOREIGN QUALIFICATIONS AND ACADEMIC CREDITS
Where accreditation is not available and/or upon request from applicants we (throughout the year) will refer such cases to other competent bodies such as South African Qualification authority (SAQA) or Higher Education South Africa (HESA) who will impose their own conditions such as fees, application requirements etc. SAQA and HESA will then evaluate achievements obtained for foreign qualifications and foreign credits which will be captured as being equivalent to SAQA registered Specific Outcomes or equivalent to SAQA registered Unit Standards
5.0 HOW TO PARTICIPATE IN EVAUATION & BENCHMARING OF FOREIGN CREDENTIALS
RPL Candidates who want their foreign qualifications and foreign academic credits to be evaluated must complete Form APP 101 and send it together with certified Identity Documents, pertinent Certificates and pertinent Transcript of Results to:
