1.0 BACKGROUND
1.1 PREAMBLE
Heedmorine Municipal Institute is an associate entity of the Non Profit Organization called “Help for Establishment of Empowerment and Development.” (abbreviated as: HEED). The holding entity (i.e. HEED) participates in activities that lead to prevention and/or alleviation of poverty and its’ offshoots in under-served communities such as those found in less developed countries. Under-served communities of less developed countries have been and are still inevitably plagued by poverty and its’ offshoots such as, anarchy, illiteracy, homelessness, juvenile delinquency, malaise, malnutrition, reduced life expectancy, failure of community members to identify and prioritise problems etc. In its quest to assist needy communities HEED runs 10 Empowerment and 10 Development programs through its associate entities namely Heedmorine Municipal Institute and Heedmorine Consulting & Networking. All Development Programs are run by Heedmorine Consulting & Networking whereas Empowerment Programs are implemented by Heedmorine Municipal Institute which delivers training in Municipalities via Full Time Study (Contact Study) and e-Study (Online Study). As a related matter, it is wise to point out the following objectives that the holding entity (i.e. HEED) has set for under-served communities:

1. To develop community based programs that are aimed at constructive engagement of juveniles in rural areas
2. To facilitate establishment and running of community based counseling centres for HIV/Aids victims in rural areas
3. To facilitate establishment and running of foster homes for homeless and orphaned childres
4. To facilitate life skills training for homeless and orphaned children
5. To facilitate establishment and running of community based “Drop in” Centres for abused women and children
1.3 HEED’s SECONDARY OBJECTIVES
1. To be based within reach of all needy target groups.
2. To ensure gender equality is observed during service delivery.
3. To equip rural communities with skills that will enable them to identify and prioritize community problems.
4. To facilitate the establishment of “Organized Community Activities” among groupings of rural dwellers.
5. To promote co-operation between HEED and various NGOs’ that provide related services in rural communities.
2.0 VOCATIONAL TRAINING AND MENTORSHIP PROGRAMS
HEED has empirical evidence that has revealed that the above Mission Statement can not be accomplished if there are no skilled members in development projects that are intended for underserved communities. The net result is that such development projects that have predominantly unskilled or semi-skilled personnel will hardly be sustainable.
The latter challenge compelled HEED to establish the Vocational Training and Mentorship Empowerment Program which is designed to assist needy individuals and organizations by facilitating the process of mobilization of financial resources that are employed in accredited skills training and mentorship. The primary training and mentorship objective is to equip freelancers and members of particular organisations with life skills and assorted tools of analysis. It is essential to point out that HEED conducts its training and mentorship through Heedmorine Municipal Institute which is an associate entity. Note that all our Development Programs are run by Heedmorine Consulting & Networking whereas Empowerment Programs are implemented by Heedmorine Municipal Institute which delivers training in Municipalities via Full Time Study (Contact Study) and e-Study (Online Study).
Heedmorine Municipal Institute is currently accredited (with Accreditation No AGRI/c/p/0218/08) to offer 240 Industrial Training Programs (i.e. Schedule A Courses) and 8 agricultural qualifications (i.e. Schedule B Courses) up to National Qualification Framework (NQF) Level 4. Our accredited rests in AgriSeta which is an Education and Quality Assurance Authority that falls under the Department of Higher Education and Training.

2.1.1 HOW OUR VEHICLE DRIVING & VEHICLE MAINTENENCE PROGRAMS WORK
2.1.1.1 ACADEMIC PURPOSE OUR VEHICLE DRIVING & SERVICE PROVISION
Our Corporate Social Responsibility has led us to design an “Online “Employment Ready Youth Training Program” that is complemented by 3 major HARD SKILLS which include Computer Basics, Vehicle Maintenance and Driving. The said “Online “Employment Ready Youth Training Program” comprises online Commercial Training Programs (i.e. Schedule “A” Scholar Programs) in Receptionist Skills, Call Centre Operations, Day Care Communication Skills, Restaurant Food Serving Safety & Quality Management, Supermarket Counter Sales & Stock Control, Marketing & Goods Delivery, Active Supervision, Basic Bookkeeping (i.e. Debtors & Creditors Clerk Course) and K53 Theoretical Driving Lessons which will compliment 3 major HARD SKILLS that we are also offering which include Computer Basics, Vehicle Maintenance and Driving.
Suffice it to mention that candidates who successfully complete the Industrial Training Short Courses will further be trained in How to Write Winnable CVs in addition to being trained in Interview Skills. Thereafter, the trainees will be introduced to potential employers so that trainees negotiate for employment themselves in a work environment that prefers to employ youth who possess relevant commercial skills that they acquire from accredited institutions and accredited NGOs in addition to receiving extra training in the 3 major HARD SKILLS which include Computer Basics, Vehicle Maintenance and Driving.
The primary objective of the Vehicle Driving & Service program, thus is to imultaneously train youth in Residential Contact Study in the 3 major HARD SKILLS which include Computer Basics, Vehicle Maintenance and Driving. Residential Contact Study will be conducted at our Subsidized Self Catering Accommodation facility at Heedmorine Home in Johannesburg near Clear Water Mall.
2.1.1.2 NON ACADEMIC PURPOSE OF OUR VEHICLE DRIVING & SERVICE PROGRAM
To a limited extent, our Vehicle Driving & Service program may be available to members of the public who wish to have their vehicles serviced at reduced rates at times when our Residential Contact Study is in session. Vehicle owners largely from surrounding neighbourhoods may contact maintenance@heed.org.za in a bid to secure vehicle service for their vehicles.
2.1.1.3 SAFETY AND QUALITY OF OUR VEHICLE DRIVING & SERVICE
Safety and quality of our Vehicle Driving & Service at Heedmorine Municipal Institute will be attended to by our Lecturers who will be in charge of students that will register for our Vehicle Driving (including Code 8 and Code 10 and 6 Months K53 Theoretical Driving Lessons – NQF 4) & Vehicle Maintenance (Basic Course–NQF 3).
Suffice it to mention that students who will register for Computer Basics, Vehicle Maintenance and Driving will be accommodated in our rooms that typically comprise a communal kitchen, communal dormitories and communal family like ablutions and toilets with fully made adult bunk beds being largely utilized by our Residential Contact Students. Details regarding how to reserve space for accommodation is explained below under the title “Accommodation.”
2.1.1.4 HOW TO BOOK FOR VEHICLE SERVICE
Registration for training in Computer Basics, Vehicle Maintenance and Driving will be done using Form APP 101 which must be sent to registrar@heed.org.za On the other hand in order to enhance the chances of succeeding in making reservations and ultimate bookings for Vehicle Service, we advise vehicle owners from surrounding neighbor hoods to strictly observe the following Reservation and Booking Procedures:
– Request for bookings via maintenance@heed.org.za at least 1 month prior to service date
– Bookings may alternatively be secured by calling or sending an SMS to 060 312 4609
– Bookings may also be made through our Marketing Agents
– Requesters must state Names, Identity Number, Nationality, Address and Intended Service Date
– Vehicle Make, Model and Registration must be provided by requesters
– Receiving a Quotation with Booking Date and Time from our Maintenance Office
– Signing of our Terms and Conditions that form part of our Rules & Regulations
– Acceptance of the Booking Date and Time that we will provide to vehicle owners
2.1.2 HOW OUR DAY CARE PROGRAM WORKS
2.1.2.1 ACADEMIC SUPPORT PURPOSE OF OUR DAY CARE PROVISION
Our Online Industrial Training Programs (i.e. Schedule “A” Scholar Programs) that we offer comprise our Managerial Core that is largely targeted at employed individuals and include Applied Project Management, Applied Project Design and Applied Mentorship all which have a Residential Contact Study component that will be organized at our Subsidized Self Catering Accommodation at Heedmorine Home in Johannesburg near Clear Water Mall.
Often, employed individuals who register for managerial courses who have families face challenges of child care at the times that they are required to attend Residential Contact Study. Similarly, youth who will register for our several “Online “Employment Ready Youth Training Programs” also face the challenge of child care during their Residential Contact Study.
The latter thus compelled us to provide Day Care services primarily for children aged under 5 and dependants of students who attend Residential contact Study in our Industrial Training Programs (i.e. Schedule “A” Scholar Programs) that we offer and comprise our Managerial Core that is largely targeted at employed individuals which include Applied Project Management, Applied Project Design and Applied Mentorship whereas our Commercial Core include “Employment Ready Youth Training Programs” in Receptionist Skills, Call Centre Operations, Day Care Communication Skills, Restaurant Food Serving Safety & Quality Management, Supermarket Counter Sales & Stock Control, Marketing & Goods Delivery, Active Supervision, Basic Bookkeeping (i.e. Debtors & Creditors Clerk Course) and K53 Theoretical Driving Lessons which will compliment 3 major HARD SKILLS that we are also offering which include Computer Basics, Vehicle Maintenance and Driving.

Safety and quality of our Day Care services at Heedmorine Home will be attended to by our Lecturers who will be in charge of students that will register for our Industrial Short course in Day Care Communications (Certificate – NQF 1).
Suffice it to mention that children attending our Day Care will be kept busy with an assortment of educational toys and early childhood development materials. Children of Residential Contact Students from out of town will be accommodated in our rooms that typically comprise a communal kitchen, communal dormitories and communal family like ablutions and toilets with fully made adult bunk beds being largely utilized by our Residential Contact Students. Details on how to reserve accommodation are explained below under the heading “Accommodation”

Heedmorine Municipal Institute does organize Subsidized Self Catering Accommodation at Heedmorine Home in Johannesburg near Clear Water Mall for Residential Contact Study for students who register for the various Online “Employment Ready Youth Training Programs” that are founded on the over 240 Unit Standard based Industrial courses in which Heedmorine is accredited on which Skills Programs and Learnerships may be tailor made to suit specific skills needs. Bookings for bed-space and self-catering facilities for Residential Contact Students will be made via e-mail to our Accommodation Booking Office on accommodation@heed.org.za for our Industrial Training Programs (i.e. Schedule “A” Scholar Programs) that we offer and comprise our Managerial Core that is largely targeted at employed individuals which include Applied Project Management, Applied Project Design and Applied Mentorship whereas our Commercial Core include “Employment Ready Youth Training Programs” in Receptionist Skills, Call Centre Operations, Day Care Communication Skills, Restaurant Food Serving Safety & Quality Management, Supermarket Counter Sales & Stock Control, Marketing & Goods Delivery, Active Supervision, Basic Bookkeeping (i.e. Debtors & Creditors Clerk Course) and K53 Theoretical Driving Lessons which will compliment 3 major HARD SKILLS that we are also offering which include Computer Basics, Vehicle Maintenance and Driving.

To a limited extent, our Subsidized Self Catering Accommodation at Heedmorine Home may be available to members of the public at times when our Residential Contact Study is in recess. Individuals and camp bound groupings from schools, churches, clubs and community based organizations may contact our Accommodation Booking Office on accommodation@heed.org.za to make enquiries pertaining to possibilities of making reservations for accommodation.
2.1.3.3 SAFETY AND QUALITY OF OUR MEALS AND BEDS
Food serving safety and quality at our Subsidized Self Catering wing at Heedmorine Home will be attended to by our Lecturers who will be in charge of students that will register for our Industrial Short course in Restaurant Food Serving Safety & Quality Management (Certificate – NQF 4).
Our rooms will typically comprise a communal kitchen, communal dormitories and communal family like ablutions and toilets with fully made adult bunk beds being largely utilized by our Residential Contact Students. 2.2 SCHEDULE “B” SCHOLAR TRAINING PROGRAMS
Our Agricultural Training Programs (i.e. Schedule “B” Scholar Programs) on the other hand comprise 4 Animal Production and 4 Plant Production qualifications and will only run in conjunction with Participating Municipalities and include the following:
• Diploma in Animal Production (12 Months each NQF 5 available in January 2015)
• Diploma in Plant Production (12 Months each NQF 5 available in January 2015)
• 4 Certificates in Animal Production (12 Months each NQF 1, 2, 3 & 4)
• 4 Certificates in Plant Production (12 Months each NQF 1, 2, 3 & 4)
2.3 SCHEDULE “C” ACADEMIC ENHANCEMENT PROGRAMS AND POST GRADUATE SUPPORT PROGRAMS
The following Schedule “C” Programs are designed to fully support our Scholar Training Programs:
• Bridging Programs (via RPL) runs for up to 6 Months For Free
• Local Internship Program (1 year with salary or stipend) available after Diploma (Terms & Conditions Apply)
• International Internship Program (1 year with salary or stipend) available after Diploma (Terms & Conditions Apply)
• Post Diploma Study Co-ordination Program (Fellowships, Scholarships, Studentships etc.)
Note that interested individuals must use form FIBSS 101 to apply for Non Academic Schedule C Programs.

2.5 HONORARY INTER-FACULTY INVESTITURE PROGRAM (HIIP)
As a display of academic excellence, Heedmorine Municipal institute does honour outstanding individuals with Honorary Non Academic Titular Qualifications through the Honorary Inter-Faculty Investiture Program (HIIP).
